PCC Structurals is the world leader in superalloy, aluminum and titanium investment casting.  With applications in jet aircraft engines, airframes, industrial gas turbine (IGT) engines, military armaments, medical prosthesis, and many other industrial markets, we provide a wide portfolio of high-quality components, some as large as 100 inches (250cm).

PCC Structurals also provides solidification modeling, in-house rapid prototyping (including SLA), digital radiography, hot isostatic pressing, precision machining and protective coating services. We operate 11 manufacturing facilities in the United States and Europe.

PCC San Leandro specializes in air and vacuum investment cast components for aerospace, energy and commercial applications. With over 60,000 square feet of manufacturing space located in the east Bay Area of California, San Leandro’s renowned engineering services and superior capabilities have resulted in significant growth for the plant.
Provides support to the PCC Structurals Environmental, Health and Safety department with a focus on leading environmental projects and maintaining facility compliance with government and company permits and standards, for the San Leandro location. Compiles and tracks data; prepares reports, conducts compliance audits, maintains company records and performs other tasks as assigned.

Lead air approval projects through the preparation of permit applications and agency negotiations to ensure optimal permit conditions, frequently working with consultants

Assist plant  personnel in the implementation of air, water or waste approvals into plant operating discipline by providing interpretation guidance and leveraging solutions between departments.

Lead plant personnel in inspections/investigations (both on-site and “records  review”) by local, state, or federal agencies

Prepare and submit various environmental reports including Tier II, Form R, and Facility annual reports to meet regulatory and PCC requirements in hazardous waste and materials management, air pollution emission maps, etc.

Assist plants in  preparation of regulatory reports, driving site consistency in reasonable inquiry and deviation reporting

Review proposed project changes to evaluate permitting needs

Evaluate impact of proposed regulations on site plants and facilities

Facilitate  implementation of new regulations in site facilities

Calculate netting of key emissions (NOx, CO, PM, VOC, HAPS)

Work with consultant to perform impacts and other modeling

Lead implementation of compliance management systems (work processes, standard, procedures) for air environmental, water environmental and waste streams.

Participate in development and implementation of emergency response procedures and contingency plan. 

Participate in and provide data for air environmental compliance audits.

Participate in  any non-compliance audit or findings investigations and company responses

Manage air permits. This includes submittal of permit applications for new and modified equipment, requests for permit changes and submittal of permit renewal applications to ensure continuous license to operate.

Maintain environmental records in accordance with the company record retention policy.

Utilize environmental compliance expertise to obtain clear interpretations of site-specific regulatory process, regulations, laws and associated procedures.

Participates as a member of the site on-call reporting team or acts as SME for members of site teams.

Participates in  plant project reviews, pre-startup reviews, risk reviews, etc. as they relate to environmental issues.

Participates in  development of site-specific training on environmental issues.

Works with plant operations personnel to arrange for required performance testing of control devices, including coordination of test plans, scheduling testing, reviewing the test reports and submitting the applicable data to state agencies.

Assists  line and staff management to understand OSHA, EPA regulations and  standards, including guidance on handling OSHA, EPA compliance, inspections, and citations. 

Evaluates hazardous conditions and practices, develops hazard control practices and  programs, and assists in communicating hazard control information. 

Guides and assists plant personnel with critical safety and health problems. 

Overview company accident statistics and makes recommendations for correction of      problem area. 

Works with trade and professional organizations to promote goals and objectives in the health and safety area that affect company’s business. 

Assesses new developments in the health and safety field that may have application to the company’s operation. 

Establishes target areas and long-range accident prevention and cost-control objectives. 

Acts  as ranking company representative in dealing with government agencies on  safety, environmental and health matters affecting the company. 

Investigates all injuries in conjunction with line and staff personnel that occur at company facilities in which any employee is injured and notify top management of pertinent details.   

Ensure ongoing compliance with location air and water permits.

Perform workplace hazard and risk assessments.

Participate  in PCC EHS audits.

Participates  on the safety committee.

Must  be able to take direction from managerial persons of authority

A minimum of 3 years of industry experience

A Bachelor's degree in  Engineering, Environmental or Health & Safety Science, or related discipline

Must be flexible and able to adjust to interruptions.

Must  be adaptable to changing priorities and concurrent assignments.

Must  be able to organize tasks and work independently.

Must have the ability to communicate and or collaborate effectively with  personnel at all levels, both inside and outside the company.
